In this paper, the key video coding technology is analyzed at first and then based on this, the key points of the stream control in video coding has been researched including of DCT, quantization and buffer control etc.

• 本文首先分析了视频编码关键技术，在此基础上，对编码中码率控制的关键环节加以研究，主要包括DCT变换、量化因子和缓冲区调整等，最后从传输角度，研究网络带宽对码率控制的影响。
